Cannot call with country code

I can call a normal phone number, like 070555555 within Sweden (+46), but I cannot call +4670555555. Doing so leads to a voice saying (in Swedish) "the number you've called is not in use".

Just tried 004670555555 which works fine. I guess the only thing is to convert leading + to 00.
