Replicant SDK 4.2

What is the right ADT for Replicant SDK 4.2?
Eclipse said ADT 20 or above is needed: http://dl.google.com/android/ADT-20.0.0.zip
But there are more files included than in ADT 16. Is ADT 20 (still) free software?
Are there other ways to use Replicant SDK 4.2????

I've the same problem, i cant setup Eclipse with SDK 4.2, with any ADT. Trying with ADT20 i get some errors.
