Before we could add more precise relationship between issue, for instance an issue could block another.
I've started looking into it by asking for help in #redmine on what could make that disappear.
I'm an administrator whitin redmine so it's supposed to work at least for me.
in "New issue", there should be an "Add" button "at the bottom right of the yellow description box of an issue", but I see none.

It's only there once you created the bug, so it works.
