Description

Change configuration in our Redmine instance to permite that issue creators/authors have the rights and permissions, to edit both title and description when issue are created, or at least the days following the issue creation, so things are more easy to track instead of contributors needing to add things as comments.

issue has been resolved this is just a less desirable design choice in redmine that has been reported upstream in https://www.redmine.org/issues/36537.
